Play Psi-Link only if you control a Mental character. As an additional cost to play Psi-Link, choose a Mutant trait. Ongoing: Characters you control, as well as cards in your hand, deck, and KO'd pile that have either the Mental or the chosen trait are Mutants and have both traits.
